This assessment series consists of "Commissioned papers" by UP Professors. The lectures will bring together constituents of the University of the Philippines, academics from other colleges and universities, and representatives from the government, media, civil society and private sector.

The College is co-sponsoring particularly the Public Lecture on Foreign Relations by Prof. Roland Simbulan on 06 October 2011, Thursday, from 9 AM to 12 NN, to be held at the Little Theater.

The speaker for this forum is Dr. Tilman Ruff, Chair of ICAN Australia and ICAN Working Group of the International Physicians for the Prevention of Nuclear War, to speak on nuclear medicine.

Dr. Ruff is an infectious diseases and public health physician, with particular commitment to the urgent public health imperative to abolish nuclear weapons, and to vaccines and immunization. He is Associate Professor in the Nossal Institute for Global Health, University of Melbourne.

Pursuant to CSC Resolution No. 10-1357* dated July 6, 2010, the Commission resolves that undertime is not classified as tardiness. However, due to the inimical effect of undertime to public service, which cannot be countenanced, the following guidelines of Undertimeis hereby promulgated, as follows:

1. Any officer or employee who incurs undertime, regardless of the number of minutes/hours, ten (10) times a month for at least two months in a semester shall be liable for Simple Misconduct and/or Conduct Prejudicial to the Best Interest of the Service, as the case may be; and

2. Any officer or employee who incurs undertime, regardless of the number of minutes/hours, ten (10) times a month for at least two (2) consecutive months during the year shall be liable for Simple Misconduct and/or Conduct Prejudicial to the Best Interest of the Service, as the case may be.

The Psychosocial Support and Children's Rights Resource Center together with the KKSP Foundation of Indonesia, Southeast Asia Coalition to Stop the Use of Child Soldiers and the University of the Philippines Third World Studies Center will be holding an international conference entitled "Islam, Childhoods, and Building Cultures of Peace in Southeast Asia" at the Balay Kalinaw, University of the Philippines, Diliman, Quezon City from 29 to 30 September 2010. The conference aims to bring together academics, Islamic experts, government officials, and civil society to:

1. Discuss the issues of Islamic childhoods and building of cultures of peace in their own communities to allow for a comparison of the experiences across the various Southeast Asian countries and to gain a better understanding of these issues;
2. Facilitate the linkages among peace builders from the academe, civil society, governmental and inter-governmental institutions from the Japan and Southeast Asia who are interested in the issues covered by the conference;
3. To come up with policy and programmatic recommendations in helping Muslim children build cultures of peace and active non-violence among Muslims and non-Muslims in the Southeast Asian region.

The conference will have four clusters:
1. Islamic Childhoods in the Southeast Asian Context.
2. Child Rights and Islam.
3. Religious Extremism, Identity, and Muslim Children.
4. Building Cultures of Peace Among Children in Islamic and non-Islamic Communities.

We would like to invite you and members of your organization to attend the conference.

The conference is a two day affair where scholars and civil society members from various Southeast Asian countries will discuss various issues and concerns on Islam, childhoods, and building cultures of peace in their own communities. Attached is the provisional program of the conference.

As Student Regent of the University of the Philippines System, my mandate is to represent the students of the university system, whether they are certificate, non-degree, undergraduate, graduate and post-graduate students as stipulated in the section 12, sub-section 1-G of the Republic Act 9500 or also known as the UP Charter of 2008.

For the past semesters there had been numerous petitions of the colleges in the university system to raise miscellaneous fees, due to the lack of funds. But, if your honours please, let us be reminded about the rationale of the tuition and other fees increase approved by the UP Board of Regents in December 2006.

According to the Primer on the Proposal to Adjust Tuition and Other Fees released by the Office of the UP President as per Memorandum Number PERR 06-036 in September 12, 2006 that the proposal to increase the tuition fee:
“will translate into quality academic services (in terms of instruction and supervised research) provided by highly qualified faculty members, improved student-computer ratios, increased internet access, well-maintained teaching and research laboratories with state-of-the-art equipment, easy access to a wider and updated collection of textbooks and reference materials (in various forms, i.e., online, print, etc.) in UP libraries, and increased stipends and a larger number of recipients of the Socialized Tuition and Financial Assistance Program (STFAP).”

However, an interview with the President Roman published in the March 22 Issue of the Philippine Collegian as cited below, caught the SR’s attention:

“According to [UP President/ UP BOR Co-Chairperson] Roman, the funds generated from the tuition increase will go to the incremental income which will be used to build dorms.”

Limiting the use of the funds generated from the tuition increase to the problem of the dormitories is limiting the capacity of the full maximization of the funds, which is immediately needed by the college administrations in order to upgrade the necessary facilities to benefit their students or even benefit more beneficiaries of the STFAP.

With this track of administrating the funds on the Tuition and Other Fees increase, it burdens even more the current and future Iskolars ng Bayan and therefore, violates Section 9 of the RA 9500 which states that:

“The national university shall take affirmative steps which may take the form of an alternative and equitable admission process to enhance the access of disadvantaged students, such as indigenous peoples, poor and deserving students, including but not limited to valedictorian and salutatorians of public high schools, and students from depressed areas, to its programs and services.” (emphasis mine)

Meanwhile, RA 9500 states in Section 13 that the Board of Regents has the capacity to fix tuition and other fee increases after a comprehensive consultation with the students concerned:

“Power and Duties of the Board of Regents – The administration of the national university and the exercise of its corporate powers are vested in the Board of Regents:

(m) To fix the tuition fees and other necessary school charges, as the Board may deem proper to impose, after due and comprehensive consultation with the students concerned. Such fees and charges, including government support and other income generated by the national university, shall constitute special trust funds and shall be deposited in an authorized government depository bank. Any and all interest that shall accrue there from shall from part of the same funds for the use of the national university.”

and Section 21 states the role of the student council:

“Student Affairs - ... The student council shall serve as the primary student body that shall advance the interests, welfare, and aspirations of the students of the national university. It shall have the power to adopt internal rules of procedure consistent with the provisions of the Act..”

With these provisions in the RA 9500, it is then rendered crystal clear that the students affected by the proposed increases and the student councils must be well-informed by the college administrations in order to facilitate comprehensive consultations. However, this has not been the practice in the recent miscellaneous and laboratory fee increases as reported by the student councils to the Office of the Student Regent. Some college administrations only give the details of the increase, a week before the Board of Regents meeting. There are cases that some college administrations, do not even consider even informing the college student councils, university student councils and the supposed affected students regarding these issues, arbitrarily saying that it is not the concern of the students nor the student council because it is purely an administrative matter.

With these actions, the undersigned respectfully avers that the student’s right to information and inquiry is being suppressed and that these reports are gross violations to the UP Charter of 2008.

In line with the ideals of the UP Charter of 2008, the undersigned is thus requesting the honourable members of the Board to support the following:

• 15 days before the proposed fee increase is set to be evaluated by the College Executive Board, the students (or future students, if it will be applied to the incoming freshmen/ transferees from other educational institutions), the respective college and university student councils must have a copy of 1.the whole proposal of the proposed increase (including the justifications and the studies done by the college/university administration) and 2. a notice of a comprehensive consultation, requiring at least 50% + 1 of the total number of students affected by the fees together with the college and university student councils as active participants in the consultation;
• 10 days before the proposed fee increase is set to be evaluated by the College Executive Board, the Office of the Student Regent must be copy furnished of the complete proposal and an invitation to attend the comprehensive consultation set by the college/university administration; and
• if these provisions are not followed, any proposal to increase shall not be entertained by the Board of Regents.

The undersigned is confident that the honourable members of the Board are cognizant that the student councils are highly recognized as the legitimate representation of the largest stakeholders of the university, and are duly mandated to take a stand for our current and future Iskolars ng Bayan. Thus, their right in forwarding students’ rights, interests, and welfare should not be disregarded. Ultimately, we enjoin every sectors of the University of the Philippines’ community in upholding this university as a national and premier state university that caters to the people’s right to quality and accessible education.###

The University of the Philippines Manila AIDS Study Group and Brown University in Providence, RI are looking for possible junior faculty members who may be interested in conducting HIV-related researches in the Philippines. We are looking for 3 faculty members who are –

1. Permanent/ tenured with UP Manila;
2. Junior faculty (Assistant Professor level);
3. Conducted multidisciplinary research work in any disease-centered topics;
4. Willing to be involved with a multidisciplinary research team;
5. Willing to develop and monitor HIV research protocol; and,
6. Able to undertake HIV training in Brown University for 3 months with stipend and round-trip ticket (Mnl-Pvd-Mnl), as Fogarty Fellow.

In line with this, please take note of some last-minute reminders for the Conference:

Twenty typhoons annually visit the country bringing heavy rainfall that causes flooding, landslides and mudslides. These in turn destroy valuable agricultural land and settlements, and claim many lives every year. Other hazards such as El Nino aggravate the extent of these damages, which sum up to an annual loss of 0.5% of the country's gross domestic product (GDP).

Eastern Visayas, mainly consisting of the islands of Leyte, Samar and Biliran, is one of the most disaster prone regions in the Philippines, experiencing some of the worst typhoons ever recorded in Philippine history, killing over a thousand people through a mudslide in Feb., 2006, and over 6,000 people due to typhoons back in 1990-1991. Disaster preparedness is one of the weaknesses of the region and for the most part, it is still seen as emergency management. The government and the local people are neither sufficiently prepared nor well equipped to implement preventive measures and execute the right actions in the event of an emergency. Furthermore, the archipelagic nature of the country further increases its vulnerability to the rising sea levels brought about by melting polar ice caps. Some of the islands will thus be underwater and marine resources will be extinct within the century, according to United Nations studies.

It is in this context that The Eastern Visayas Climate Project Forum was conceptualized to bring together concerned and committed people from the different sectors of the society who’ll be willing to help prepare communities and people toward climate change preparedness, adaptation and mitigation while uplifting the people’s economic and organizational capacity to withstand its adverse effects.

The Eastern Visayas Climate Project Forum aims to:

1. Educate: participants on the various aspects of climate change, including the scientific basis, environmental and social impacts, policy and strategy options, and operational measures to address climate change effects.

2. Unite: key representatives from the different sectors of the society to discuss and express their concerns about climate change-related problems.

3. Form a regional network of advocates: which will be known as The Eastern Visayas Climate Project, which will initiate research, policy proposals, or advocacy programs to address the different climate change issues in the region.

I am pleased to invite all full-time faculty members to this year's CAS Faculty Conference with the theme “Strength Through Convergence: Towards Relevant Research and Extension.”

As the theme indicates, this year's conference will focus on our non-teaching functions. Considering that the faculty members of the College are always loaded with teaching tasks, the University and our people demand more from us. In this light, we hope that the College can identify an approach in pursuing these two important academic functions, while considering our own capabilities and resources.

The faculty conference will have two parts. A pre-Conference program will be held from April 16 to 17 at the Little Theater, where all full-time faculty members are required to attend. They will be excused from their classes.

The Conference proper will be held a week after, April 29-30. The tentative venue is either Canyon Cove, Nasugbu, Batangas or Puerto Galera, Mindoro.

It will be a special holiday in all schools on Monday, February 22, as the country commemorates the 24th anniversary of the EDSA People Power Revolution.

Pursuant to Republic Act No. 9492, all holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation.

In July last year, President Gloria Macapagal-Arroyo signed Proclamation No. 1841 declaring the regular holidays, special (non-working) days, and special holidays (for all schools) for the year 2010.

Under the proclamation, February 22, or the Monday nearest February 25, was declared a special holiday to serve as an “inspiration to all Filipinos everywhere as we continue to chart our collective course as a nation and as a people.”

The country yearly celebrates the February 25, 1986 People Power revolution which restored basic liberties such as free speech, freedom of assembly and a free press after 14 years of Martial rule.

CAS screens three indie films for Ondoy, Pepeng victims

Everyone is invited to see three multi-awarded and internationally acclaimed independent films to be shown by the College of Arts and Sciences for three Wednesdays starting this November 25.

“Dinig Sana Kita” (Mike Sandejas - Cinemalaya 2009), “Tulad ng Dati” (Mike Sandejas - Cinemalaya 2006) and “Tribu” (Jim Libiran - Cinemalaya 2007) will be shown in partnership with the Chancellor's Committee on Culture and the Arts, chaired by Prof Joey Ogatis of the Department of Arts and Communication.

The proceeds of the event will go to communities stricken by typhoons Ondoy and Pepeng.

In addition to the film showing, audience will also get to see in person the directors of two of the movies--particularly Mr Jim Libiran and Mir Mike Sendajas--on the first day.

The movies will be shown in two locations. For the first and the third weeks, the film showing will be held at the Little Theater. On the second week, it will be shown at PGH UPMASA Science Hall.

The film showing is organized by Echo and Mirage Productions together with 360 Access Event.

Dr Nymia Simbulan has agreed to be the editor in chief of the journal, with the editorial board composed of representatives from each of the departments.

In line with this, we are calling all faculty members of the College who have finished research or articles for publication to submit them online.

Please be informed that we are proceeding with the lecture by Dr Evelina Mejillano on "How to be Caring, Nurturing and Mentoring of Faculty Members" on November 20, 2009, 1:30 pm at the Interactive Learning Center (ILC), Old NEDA Bldg, Padre Faura St, Manila.

I am also proposing Dr Alvin Marcelo's lecture on Innovation in Teaching Through Information Technology for December 11, 2009, same time and place.

Please find out how many of our new faculty can make it. Preferably, all who attended our 1st session in July.
