The Office of Institutional Linkages is now accepting application to the 2013-2014 Student Exchange Program with a Korean University and Japanese Universities.  For the next academic year, we will be sending UP students to the following universities:

                Korea
                Kyungpook National University

                Japan  
                Kyushu University
                International Christian University
                Takushoku University
                Tokyo University of Foreign University
                University of Tokyo
                Tsuda College
                Waseda University
                Tsukuba University
                Osaka University.

Students who meet the following qualifications are eligible to apply: enrolled in UP at the time of application, sophomore or junior standing, with very good scholastic record[1] and with keen interest in Korean and Japanese studies. Proficiency in Korean or Nihongo is a definite advantage, though not a requirement.

Students are required to submit three copies (one original and two photocopies) of the following documents:

1.       Curriculum Vitae with 2X2 photos
2.       Transcript of Records
3.       Letter of recommendation from previous professor
4.       Computation of General Weighted Average certified by their Department Head or
College Secretary
5.       A 500-word essay on how the Philippines will benefit from the student’s exchange experience

Tuition is free at the host university. The student/s who shall represent UP in student exchange program with Kyungpook National University shall also receive a scholarship (stipend) from KNU while students who are nominated to the Japanese universities shall be nominated for the JASSO Scholarship as well. For details about the JASSO Scholarship, students may visit http://www.jasso.go.jp.  Finally, students are encouraged to visit the OIL Office to browse the brochures of the above-mentioned universities or their respective websites to learn more about student life in these foreign universities.

Students may refer to the information sheet attached to this memo regarding the specific requirements for admission of the Korean and Japanese universities should they be selected by UP to the Exchange Program. We encourage students to prepare in advance the documents that may take some time to obtain (e.g. passport) to enable them to meet the deadlines set by the foreign universities.

The deadline for the submission of application documents to our office is on November 26, 2012.  Students shall be notified by email not later than December 8, 2012 if they qualified in the first round of screening. Students may also refer to www.oil.up.edu.ph for announcements from our office.

Interested users are requested to ask for assistance from the UP Manila Library on how to configure their computers (Windows, MacOs and Ubuntu) to access the UPM Library VPN.  For users of mobile devices, only Ipads and Iphones are presently supported.

MSP and DSS Research Dissemination Forum: Spratlys in the 21st Century

The Manila Studies Program and the Department of Social Sciences teamed up to hold a forum on Prof. Sharon Caringal's research entitled “Spratlys in the 21st Century: Implications on Regional Stability and Maritime Security in the Asia Pacific Region on September 26, 2012 9AM at the CAS Little Theater. This is the 3rd forum and part of the monthly research dissemination activities spearheaded by the MSP and the Dean's office in coordination with the different CAS Departments. This aims to promote and strengthen the research culture among faculty and students of the College.

PROCLAMATION NO. 459

DECLARING THE REGULAR HOLIDAYS, SPECIAL (NON-WORKING) DAYS, AND SPECIAL HOLIDAY (FOR ALL SCHOOLS) FOR THE YEAR 2013

WHEREAS, Republic Act (RA) No. 9492, dated July 24, 2007, amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days (specific or movable) as special or regular holidays;

WHEREAS, RA No. 9492 provides that holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation;

WHEREAS, RA No. 9849 provides that the Eidul Adha shall be celebrated as a national holiday;

WHEREAS, the EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country, serves as an inspiration to Filipinos everywhere as a nation and as a people:

WHEREAS, Saturday, 30 March 2013 falls between Good Friday and Easter Sunday; Black Saturday, falling between Good Friday and Easter Sunday, has been traditionally declared a special (non-working) day throughout the country because the observance of Holy Week is one of our people’s most cherished traditions and they must be given the full and uninterrupted opportunity to ponder on the significance of Holy Week and to properly observe its traditions with religious fervor, without prejudice to public interest;

WHEREAS, Saturday, 2 November 2013, falling between Friday, 1 November 2013 (All Saints Day) and Sunday, has been traditionally declared a special (non-working) day throughout the country;

WHEREAS, to give full opportunity to our people to properly observe All Saints Day with all its religious fervor which invariably requires them to travel to and from different regions in the country, Saturday, 2 November 2013, may be declared as a special (non-working) day without detriment to public interest;

WHEREAS, in order to foster closer family ties and enable our countrymen to observe Christmas more meaningfully, it is but fitting to declare December 24, (Tuesday) as an additional special (non-working) day throughout the country;

NOW, THEREFORE, I, BENIGNO S. AQUINO III, by virtue of the powers vested in me by the Constitution as President of the Philippines, do hereby declare:

SECTION 1. The following regular holidays and special days for the year 2013 shall be observed in the country:

EDSA Revolution Anniversary - February 25 (Monday)

SECTION 2 The proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient. To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall.


SECTION 3. The Department of Labor and Employment (DOLE) shall promulgate the implementing guidelines for this Proclamation.

SECTION 4. This Proclamation shall take effect immediately.

SECTION 5. This Proclamation shall be published in a newspaper of general circulation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of thePhilippines to be affixed.
